In both countries, the government has complete control over the situation, and could unilaterally end it if the leadership had the political will to do so. The U.S. government, the EU and EU member states’ governments have an essential role to play in persuading the authorities in Tashkent to dismantle its forced labor system. The Cotton Campaign advocates for policy changes within Uzbekistan and Turkmenistan that would end the use of forced labor in cotton production, and calls on other governments to use diplomatic and trade leverage to increase international pressure on the two governments to make those changes.
